He hands it to the nearby courier with some yen. ”No one except a Sennin or the Hokage himself.” The courier, a distant Isaki clansmen who was hoping to look good to the main clan, nods and runs off with a curt ‘sir!’.

To the Hokage, or for lack thereof a Sennin of Konoha,
I have made contact with Kumogakure. Shinrya Kitsune is once more proclaiming herself the Raikage. I have informed her that the treaty has been severed due to the actions of Cloud under Ayumu, and her response was to try to deflect it out of her hands. I do not believe she is truly in charge any more than she was before, but did not wish another altercation with their ANBU at the gates. If she is truly their leader, then I pity that village for the spineless schemer they put in charge.
I have given terms to attempting negotiations to recreate an alliance. Our terms, and only our’s. Cloud is to cease all communication with Konoha with the sole exception of a delegate who will speak only with the Hokage or the Sennin about this treaty. This delegate will come to Leaf, not the other way around. Cloud must be made to understand that it was their village who betrayed our trust, and there is a cost for such betrayal. I warned that any attempt to contact anyone from our village outside of this delegate for this sole purpose would invoke a swift, and severe response from Leaf.
I ask you do not attempt to remove the fangs from this warning lest you make Konoha a joke to the rest of the world. What use is a bark if there is no bite?
