Kureji, before he went to the mainland where there would be a bountiful amount of people, decided it was prime time to train. He was still in his Soratu puppet appearance. It'd be best to just train and not show his true nature until he felt ready to take on the whole of Moon country. He doubts that he would run into anyone that would remotely take his side on things. It was funny, to really think about it. This puppet that he controls, has power over fire. Something that a normal puppet would just succumb to and turn to ash.
