Jkou relies more on ninjutsu and has a mastered both the fire element and the
advanced element of scorch. He has little to no talent in taijutsu and moderate skills in genjutsu.

Description of Charges: Jikou is a missing nin from Suna who escaped the village gates on October 12th

Very fierce fire and metal Ninjutsu, as well as plenty of Taijutsu with a vicious dual claw weapon. Poor genjutsu
and defense, however.

Tried to enter village, after an anonymous letter with blood splatter was given to Sunagakure's gates, warning

still alive. Lightly tanned skin and dark eyes with medium red ear-length hair. Due to his unassuming appearance
it is possible that he is in Sunagakure and unnoticed.

Type of Fighter:

He has been trained in basic shinobi fighting styles while a student in Sunagakure. He was adopted and his
lineage is unknown for certain but his adoptive parents feel that he was showing the signs of doujutsu
development so he might be a member of a clan that uses eye techniques. As a student he appeared to have
an affinity for fire ninjutsu techniques but as time has passed his skills might develop further. He was trained
in staff use as well, but his weapon was left behind when he disappeared so his proficiency is unknown at this time.

Possible murder or witness to 3 murders; considered to be a missing person.

Description of Charges:

He disappeared as an academy student three years ago so he was 12 the last time he was seen. He was the
adoptive son of a rather wealthy family with political ties to several adjacent Wind villages. At the time of his
disappearance there was also three other student bodies recovered. Although the deaths of his peers may be
a coincidence, the perpetrator has not been found. While it is possible that Ryuu was killed and his remains
have not been uncovered it is also possible that he was kidnapped or that he was the perpetrator. Until his
body has been found or he has been brought in for questioning and deemed innocent, he is considered to be
a person of interest.

Moto Mori was a merchant who ran several establishments in Sunagakure including a brothel. Through the
use of his women, the presence of intoxicating substances as well as clever use of the "right" questions has

profit from his information by sharing confidential information regarding the shinobi of Suna with other hidden
villages or adjacent Wind Country settlements.

Description:

Half man, half puppet. He was a sickly man that was also a skilled medic. As his body failed organ by organ
and limb by limb he replaced them with new ones. Although patches of flesh, hair and bone persist, most of
his body is a mixture of metal and wood. Although his body might have changed due to recent damages
drastically given his unusual medical state it is likely that he would not go unnoticed for long. He is quite old,
he predates many records but it is known that he was a practicing physician in Suna before Sunagakure
descended into the earth.

Type of Fighter:

Likely the use of puppet techniques, probably a puppeteer. He is also a skilled medic so he is probably able to
use his healing techniques with great proficiency. He is not a known member of a honored house or bloodline.
While no bloodline limit has been witnessed, some hypothesize that he might have migrated from using
inanimate puppets successfully as seen in the below charges.

Description of Charges:
Using his position as a Medic, Tarou was charged with the wrongful death of over a dozen patients. It as
discovered that he was taking parts from them and then incorporating them into several experiments, some
theorize that he may have been incorporating their organs into himself. A unit was sent to retrieve him for
questioning and trial, but before he was captured he was found hanging. While he was marked as a suicide,
it is impossible to determine if the body was actually him as the body recovered was a mixture of flesh, bone
and mechanisms that appeared consistent with Tarou's description. Since Tarou's documented death there
have been some hospital-based disappearances where the victims were later found dissected with body parts
missing upon recovery.

Additional Information:
While he was assumed dead, apparently he has been quite active in the criminal underworld. He was found by
Aiyo Shinbatsu, killed (again) and submitted to Sunan authorities. LINK

Description:
Sagura stands at about six feet and three inches holding a medium/heavy frame. His nicknames come from the fangs that protrude from his mouth, placed there by elective surgery. He normally walks around shirtless or in an easily removable robe with black loose pants.
Sagura is of the sick and twisted sort that literally pray on women. He has been known to take under many guises all in the attempt to lure his female guest back to his current residence where he will rape and then murder them by puncturing their arteries with his fangs.
So far he is one of Sunagakure's most prominent serial killers and as of late has started to even go as far as mocking the ANBU who have not been able to catch him despite the rising body count.

Type of Fighter:
Sagura fights with a deep mix of Claw Taijutsu and Water/Ice jutsu. He'll normally begin with his jutsu in the attempt to trick his opponent to get within range of his melee attack. Just as he hunts, the serial killer also battles like a predator by praying on psychological weaknesses to force an opening out of his prey. It is often guessed that he either has a very deep network of spies or has the ability to read a man's mind as he'll normally drag something painful up from the past to reopen old scars.

The Broken Caduceus Tower - Escaping pursuit of some of the workers after attempting to lure away one of the women via some very obvious genjutsu.

Sagura has left a brutal string of victims behind, each and every last one of them being brunettes but with no other specific targeting. Some of the women seemed to have had their hair dyed moments before death showing that he will hold a pattern of targeting dark haired women. There is a list of at least six women who have no connections aside from their hair on file. He seems to strike once a month but as of lately has upped his strikes to once every other week.
It is highly vital that this man be brought to justice soon.

Dark shaggy hair that has been likely cut short and probably a clean-shaven face as such was his facade before imprisonment, during his incarceration his hair grew to be shoulder length and his beard a bushy mass. His attire was commonly simple button-down shirts and pleated pants. To the unsuspecting, he would appear to be the kind of man you would like to leave your children with. However, he is a sociopath who has thankfully never had any shinobi training. A leather roll is often carried on his person, be it under his arm or in a backpack that hides his tools - a macabre arrangement of tools of torture and murder.

Type of Fighter:
No shinobi training, he likes to hurt those weaker than himself with knives before ultimately slitting their throat.

Last Seen:
When the Cabal let the prisoners out of the Obsidian Palace. We believe he is killing again, bodies of children has been recently recovered murdered in ways consistent with this man's preferred methods.

Murder and torture.

Description of Charges:
Called the candy man because he lures children with promises of games and candy, he used to frequent the Black Market where he would murder orphaned street rats. Their bodies often badly decomposed, left under refuse in alleys only to be found when the stench was too great. Most died of blood loss from a wound to the throat, but prior to their death their was evidence of torture, some of the injuries profound and partially healed to suggest that he sometimes held these children for several days before he killed them.

She had fine feminine features such as large wide eyes and full lips, slender neck and waist in her youth but as she aged her skin grew paler and grayer until the fleshy appearance was overtaken by a cool stone-like one. The right side of her face started to crack when she was 18 and it eventually broke away by allegedly Miya's own hand. Under her thin layer of graying flesh is nothing but pure stone. She was an orphan and unaware of her Kyoujouran heritage and this transformation is said to have drove her to madness.

She was a trained shinobi, then trained in archery. With the manifestation of her bloodline limit it is assumed that her Kyoujouran blood will alter her fighting style.

She disappeared into the desert and has yet to return. While it is possible that she died in the desert, no body has been recovered. The girls attacked were permanently disfigured.

Description:

55 years of age, Maki Rikuto is the illegitimate half brother of one of the Merchant Lords of Soon's Haven and father of former ANBU, now Missing Nin Maki Osamu. He has salt and pepper hair, a tan and middle aged face, dark eyes and all of his teeth. He has several scars on his body, their origins unknown but they appear to be quite old. It is assumed that they are old marks from where he himself was cut with a large bladed weapon although he has no history of military service nor does he show any signs of self-mutilation. He is fit and very strong.

Type of Fighter:

While he is not a trained shinobi, he is proficient in weapons and is considered to be insane. He takes reckless risks that often end in his benefit because they are unexpected. In the presence of blood it is said that he goes into a bloodlust and becomes an even more powerful opponent. Reports indicate that it took a team of three A Rank shinobis to subdue him when he was captured, one of these shinobis was crippled in the fray.

He was charged with the brutal murder of several women and sentenced to life in prison rather than death due to his half-brother's influence. He had served 10 years when he was broken out by his son Osamu. Most of these women were buried in shallow graves in the tunnels. Description:
Tenma is a 30 year old man who had seen too much of the filth of the lower districts in his years as a Chunnin, always arriving there at the wrong times to be of any help. Under the pressure of watching so many innocent people die he snapped and became a vigilante, killing anything and anyone he believes is a breaker of the law.
He has long white hair and wears a red cloak. Despite how sore of a thumb he should be, Tenma is an expert at hiding and blending in through the use of minor genjutsu.

Type of Fighter:
Tenma fights in two forms of long range combat. The first is the use of a chain sword that has a twenty foot reach and is an expert in every style concerning the use of the weapon. Secondly he can use genjutsu to an advanced level, mastering in the lower levels of sensory techniques, usually ones that involve sight.

The Diamon District - Murdered a crooked Sunagakure politician in public view outside of a premium restaurant.

Description of Charges:
Tenma has killed outright in public and done so through the covert action of seeming like he was taking over a company before pulling out all of his stocks at the last second to sink it. He then went to each owner of the company and assured that they did the 'honorable' thing by committing suicide in their shame.
He has also publicly executed known criminals as well as first time thieves. Despite all of his public attacks he has been next to impossible to catch due to his prowess with visual genjutsu.

He could be best identified by his surroundings, he comes from an affluent family and would likely be found in the Diamond, Silver or Crystal District and he would probably be recognized by those around him if you asked for him by name.

Street-level brawler, but he is also very sneaky and is therefore capable of using poisons and traps if he has time to set-up.

Last Seen:
Yesterday, after he attacked a young shinobi student maiming her face with a 'joke' that left her blind in her right eye. He has reportedly not been home since.

Assault with a chemical substance, run away.

Description of Charges:
While not a shinobi student, he had frequented the shinobi academy to visit some of the children there. One evening after class a girl entered an empty classroom after being called in, she set off a trip wire that launched a cup of caustic acid into her face. Her face will be badly scared and she has lost the use of her right eye as a result. The reason for this attack is unknown but rumor has it, it involved a lover's quarrel - he, the young girl who was injured and himself were in a brief relationship that ended suddenly when she expressed interest in one of her shinobi student peers. While this rumor has not been fully substantiated, this is what the young woman claims. Shortly after the girl was burned, Nobuyuki fled the scene and has not been seen since.

She came from Tea Country via a boat to Sora and from there she traveled to Soons Haven. Considering the fact that this was during the Maelstrom, this alone was a testament of her durability. She cited upon arrival in Soons that she was a Sunan shinobi and threatened some of the shopkeepers with their lives. Shigeo graduated from the academy approximately 31 years ago but disappeared when the maelstrom came a year later. He was assumed dead when he was never found. He has no living family or relatives that we know of but according to academic records he was an average student that excelled at intelligence gathering due to his control over insects that have forged a symbiotic relationship with his body. From what we do know about him is that he should appear similar to his father in most regards and that he should be about 6 feet tall. He has a distinctive scar on his right arm that we would assume he would keep covered up.

Description of Charges:

Never formally trained as a shinobi she was in a physical relationship with several shinobis in the past and has been married several times. Each of her husbands died under 'mysterious circumstances' that became increasingly obvious as murder as time went on. Her first husband died on a mission, he was simply unable to hold his weapon when his mission came to blows against a target. Her second husband had a serious case of food poisoning and died in their home. Her third and forth husbands had also died under similar circumstances which alerted the ANBU that something was amiss. It was not until she was captured and she admitted the murder of 10 people that we discovered that she was a serial killer. There was also a string of disappearances that were once thought unrelated that ended up being related to her jealousy. She became jealous of her former husbands, believing that each of them was having an affair. She would kidnap these unfortunate women and from the remains that we uncovered it would appear that she tortured them likely for days before she killed them. Evidence of acid burns could be found on their remains as well as deep cuts that it would appear went as deep as the bone.

She escaped when the Obsidian Palace was broken into by the Cabal. Eye witness reports claim that they have seen her roaming about the community within the past week but it has not been substantiated.

A high-class prostitute, she actually uses her siren-like song to lure her targets to her and then when they least expect it she kills them with a small weapon that we assume to be a dagger.

An assassin for hire, all we know is that she allies herself with the highest bidder. She used the same method to lure each of these men to their deaths. We do not know if she remains gender specific in her choice of victim, we only know that she has thus far only killed men.

Description:
A troubled youth, Aoi has spent most of his life in an asylum. His violent proclivities became too much for Aoi's parents to handle when he a young child after he drowned his younger sister. He became feral during his time in the Asylum, few took the time to speak with him and even fewer let him know human comforts. In such a sterile environment he never healed and eventually he was considered too broken to be repaired so he was sent to the Obsidian Palace. There Aoi seemed to ironically thrive, not in a positive way mind you. The Obsidian is a great network of twisting mazes where none of the inhabitants are confined to a single cell unless they are a 'special guest.' In this kill or be killed world, Aoi ate his fill of human flesh and his dementia seemed to be his ally... his crutch.

Type of Fighter:
Melee. Fights with his teeth as well where he rips out hunks of his target's flesh. He is not considered very powerful, but his bite possesses a poison or perhaps it is just a bacteria from poor hygiene that causes necrosis at the site of these wounds.

Last Seen: The Obsidian Palace. He was broken out when the Cabal helped Magnetica escape.

Description of Charges:
Aoi has been deemed clinically insane since the age of seven for violent tendencies. He drowned his younger sister and has a long history of assaults before being placed in the Asylum. He was placed in solitary confinement for the safety of the other patients as well as staff for his continued violent outbursts despite medication and psycho-therapeutic intervention. Upon his eighteenth birthday he was transferred to the Obsidian Palace as they were better equipped to deal with this young man. Inside the Obsidian he was placed with low-level offenders at first but that quickly changed when he killed them and we discovered that he was also eating them. He was then transitioned to higher-level, more dangerous criminals where he continue to hold his own and slay a few.
