This was the box for the branch representatives and the Hokage. It was for them to decide who would be attending to give the offer of joining a branch.

Each branch would be able to recruit a few members at the end and speak to them. Seeing if their interest was there, while the option to talk to all the fights was available it would be for a lucky to that was ticked on the sheets that the offer would go to, now it was just a matter of them accepting the offer before it would decide who would be joining.
