As the Sandrunner continued her way to the the Village Hidden in the Clouds she would maintain her high speeds nonstop since leaving Sunagakure. The message she carried was from the 12th Kazekage and would requires the Raikage to open due to the seal that the scroll had upon it. If opened the scroll would simply say:

Only if thy words be true,
Declare the title bestowed on you.
A King or Queen of ruling right,
Is the only one granted with sight.
Place your hand and state your role,
If be a Kage, you'll gain the contents of this scroll.

And somewhere in the distant lands of Sunagakure sat a grinning Kazekage who thought that this jutsu formulation was a fun way to send this message.

 

[Shinrya Kitsune]

Kitsune was paged that a message had arrived from Sunagakure, meant for her, so she made her way to the gates to pick it up. As it turned out it was from the Kazekage, which puzzled Kitsune a bit, given that communication like that should've gone through her ANBU operative that was there.
She'd take it, and bring it back to her office before reading it. "Well that's an overly dramatic way to send a message to the Raikage..." she mumbled to herself, figuring it'd be enough to trigger the seal.

As Kitsune would state her title the words would melt into ink and rearrange into the following message.

Lady Kitsune,

My name is Chikamatsu Shin, Overseer of the Medical Clan of Sunagakure no Sato known as the Chikamtsu and previous Medical Chief of Research and Development for the Omni Prime Medical Facility, and we have been declared the twelfth Kazekage. I have come to learn that there was an operative sent by Kumogakure that was in discussions with the previous Kazekage, our conversation was short but a dialog will need to be continued based on the information we were provided.

To assist in these discussions we are assigning Sunagakure no Sato's newly appointed Sennin of International Affairs, Miroku Akkuma, as an ambassador and delegate between our great nations. Please expect our Sennin to arrive within the next few weeks to continue these negotiations!
